TCP/IP are two independent network protocols which operate at different layers of the OSI model.

As they are often used together for data transmission via LAN or on the Internet, you often speak of TCP/IP network connections when referring to data transmission in a network. IP is responsible for the addressing of data packets and TCP for the transport of them.
